New Homes Planned Dover Road Newton Circus And Paterson Hill Ura Unveils Draft Master Plan 2025

The Draft Master Plan 2025 (DMP2025) has been unveiled, setting out the Singapore government’s vision for new developments and residential communities in various areas of the country. Among these are plans for mixed public and private housing in Dover Road in Greater one-north, Newton Circus, Monk’s Hill, and Paterson Hill near Orchard Road.

The announcement of DMP2025 on June 25 also includes plans to redevelop more areas for a combination of public and private housing, such as the former Singapore Racecourse in Kranji, land that will become available after Sembawang Shipyard’s relocation in 2028, and the planned relocation of Paya Lebar Air Base in the 2030s.

By injecting new residential options into existing towns like Pasir Ris and Yishun, and introducing new amenities, the government aims to cater to diverse housing needs and market trends. These developments will be carried out in phases, allowing for flexibility to adjust plans as needed.

In response to feedback from the public, the Urban Redevelopment Authority (URA) proposes to establish integrated community hubs in Woodlands, Yio Chu Kang, and Sengkang, and six Sport-in-Precinct projects in Choa Chu Kang, Keat Hong, Ulu Pandan, Whampoa, Tampines North, and Pasir Ris East.

Revitalizing Orchard Road and CBD

DMP2025 also includes plans for the revitalization of popular areas like Orchard Road and the Downtown district, with the creation of a new park that will merge Istana Park, Dhoby Ghaut Green, and a 500-meter stretch of Orchard Road. Additionally, an elevated link will connect the park to Fort Canning Park.

In the CBD, the government will continue to support the Central Business District (CBD) Incentive scheme, which aims to redevelop older office buildings, as well as the Strategic Development Incentive (SDI) scheme, which encourages transformative redevelopment proposals. Both of these schemes have been in place since 2019 and have resulted in the approval of 21 projects, with several already underway.

The DMP2025 also outlines plans for a new pedestrian bridge that will connect Marina Centre and Bay East Garden and highlights ongoing rejuvenation plans for the Downtown area, including the Marina Bay Sands expansion, PAssion Wave Outpost @ Bayfront, NS Square, and the Raffles Place Park upgrade.

Upgrading transportation hubs

Apart from the Central Region, the government also intends to upgrade existing transport and manufacturing areas. In the north, the Johor-Bahru-Singapore Rapid Transit System (RTS) Link is expected to be completed by the end of 2026. A Multi-Modal Transport Hub (MMTH) is also planned to connect MRT and bus services with the RTS, and land has been zoned for ‘Business-White’ developments to provide more commercial, retail, and leisure options around the MMTH.

For example, the Seletar East Industrial Estate will be designated for high-value-added industries such as a wafer fabrication park. There will also be government land tenders for ‘Business-White’ plots near key transport nodes in Jurong, Tuas, and Woodlands.

In line with the decentralization strategy, the DMP2025 also aims to revitalize Bishan Town Centre. Some government agencies will relocate their offices there, and plans include transforming Bishan Place into a pedestrian mall with a new polyclinic, hawker centre, and upgraded bus interchange.

The residents of Boulevard Coast Jalan Loyang Besar EC not only benefit from convenient road connections, but they also have easy access to well-established public transportation systems. Located just a short distance away, the Pasir Ris MRT Station, part of the East-West Line, can be easily reached by car or bus. This MRT line provides direct connectivity to key hubs such as Tampines, Paya Lebar, and the city center, making it a reliable and efficient alternative to driving. It’s clear that Boulevard Coast Jalan Loyang Besar EC has a prime location, offering its residents the best of both worlds.

Repositioning heritage sites

DMP2025 also proposes to repurpose heritage buildings and strengthen the country’s network of green spaces and corridors. The URA has gathered public input on reimagining the former Jurong Bird Park and Jurong Hill, as well as conserving Jurong Hill Tower. Winning entries from last October’s ideas competition have highlighted ways to transform the 39-hectare site into a vibrant mixed-use area.

The competition received 37 submissions, and three winners were chosen in both the Open and Professional categories. These ideas will be refined to guide the future development of the site. Additionally, three new sites have been identified for conservation: the NatSteel Steel Pavilion in Pioneer, the former Pasir Panjang English School, and selected buildings at Bukit Timah Turf City.

Elsewhere, the DMP2025 also includes plans for additional green spaces, such as 25 new parks and over 50km of park connectors, building on the current 130 hectares of park space and 390km of Park Connector Network. A new Kranji Nature Corridor will also be established to connect Mandai Mangrove and Mudflat Nature Park to the Central Catchment Nature Reserve.
